Penelope Spheeris (b. December 2, 1945 in New Orleans, LA) is an American music video-turned-movie director who first caught people's attention with the punk rock documentary The Decline of Western Civilization. She followed that in 1988 with The Decline of Western Civilization II: The Metal Years. In 1998, she won the Sundance Film Festival Freedom of Expression Award for The Decline of Western Civilization Part III.
